Well, yep, your specs are OK.
Did you follow the clean install process ? Here it goes :

FRESH INSTALL PROCESS ENB
Please verify you're not using another version of ENB
If you were using one in the past, remove all remaining files from Skyrim main folder
Drag the ENB files provided with the mod in Skyrim main data folder
Go to MyDocuments/Mygames/Skyrim
Verify that "bFloatPointRenderTarget=1" and sD3DDevice="ENB" are correctly set in SkyrimPrefs.ini
If not, modify these lines exactly as above
Take your two inis (Skyrim.ini and SkyrimPrefs.ini), and put them on your desktop for backup (Anyway, always have your inis backuped somewhere)
Delete rendererinfo.txt
Go to Skyrim main folder and launch TESV.exe
It will recognize your render device, must be "ENB", and create two default inis in MyDocuments/MyGames/Skyrim
Don't launch the game, quit the launcher
Go to MyDocuments/MyGames/Skyrim and delete the two default inis
Take back the Inis you backed up from your desktop, and put them in MyDocuments/MyGames/Skyrim
You're ready to go !

FRESH INSTALL PROCESS REALISTIC LIGHTING
Take the 4 Realistic Lighting files provided with the mod and put them in Skyrim/Data folder
Please verify that your computer recognizes the realisticlightingpatcher and is java updated in order to launch it
Run the patcher once
Verify that "realisticlighting.esp" and "realisticlightingpatcher.esp" are checked in your Skyrim default launcher / NMM / BOSS / Wrye bash
Verify that they are at the BOTTOM of your load order and that the patcher is loaded AFTER the main esp.
If you're using other mods that alters light / weather / fog, please remove it, as RL does the same, but better
You're ready to go !

As you enter the game, immediatly enter an interior cell : home, inn
Wait 2 full days
Make a new save, DON'T OVERWRITE, USE A FRESH SLOT
Quit the game
Load the save you've just done.
Play !
Then, a few questions :
Are u using anisotropic filtering from your GPU ? If yes, don't. Disable it or set it to 0. I'm Nvidia user, so forgive me if I don't stick to ATI process, wich I don't really know.
Did you disable vsync from GPU ? IF yes, re-enable it.
Are u using FPSlimiter from enbseries.ini ? If yes, set it to false : EnableFPSLimit = false
What are your AA and transparency AA settings ?
Are u using 3rd party tools as EVGA precision, MSI Afterburner ?
Is there another dll file in your Skyrim main folder than d3d9.dll from ENB ?
Well, if you can't solve it please PM me your 2 game inis.

Shortly said, it adds shadows and depth to all zones of the game. Mean you got more relief to any actor, objects, everything
Subtle at first sight, but get used to it, then disable it.
Then you'll notice a real difference. Yes, it's performance taxing, however it has to be tweaked depending on your screen resolution.

sad, but there's currently no fix for grass shadow bugs.
Only two people can do something about it : Bethesda and Boris Vorontsov (ENB creator). Boris is currently working on it. For Beth, I don't know... :-)))

Then, plz PM me your mod list and order, don't trust BOSS for it, NEVER trust BOSS for it.
Scan your Skyrim folder for other dlls
Be sure you're not using other party tools
SKSE is no problem, I use it too.

ENB does not disable Skyrim default DOF (mean fog on LOD).
Realistic lighting, however, "pushes" fog away, so you got this impression.
Are u using Revamped Exterior fog ?

If yes, set it to false.

I think it's related to a mod, as it only affects Riften.

Download 3.4a version manual install
Take the Realisticlighting.esp of the main default file.
Replace your original rl.esp (the one you get with this mod) by the 3.4a esp.
Then download RiftenFixTwo.esp, and do the same thing.
Run the patcher.
