i have already beat bloodmoon(killed hircine), but i never did the raven rock mine colony thing, and now Garing, the nord guy falco sends you too, won't talk to me at all.

If you mean Graring, he's not supposed to. A red-haired Nord woman, Colvonia, should be skulking around Graring's cottage. She is bugged, and will not attack as she is supposed to, so just kill her. After she is dead, Graring will talk to you.
