In basic DAO, when does it make sense to upgrade your (or a party member's) gear?

Usually, I go by the tier - I know that tier 3 is better than tier 2, but it gets more complicated than that when armor or weopon has "perks".

For instance -
Is a tier 3 shield with +4 defense still more useful than a tier 4 or 5 vanilla shield?
Is a tier 4 sword with runes, better to have than a tier 5 or 6 plain sword?

I usually go by the price comparison when I get to camp with a load of new stuff, but is this the answer or is there some other criteria that makes sense of it all?

Your "go by tier and price" criteria makes as much sense as any other. Unless you're trying to achieve a specific buff or resistence (to "Cold", maybe) there's not much else that you can look to as an indicator.
