As I said this isn't really a cheat, it's more of a creative use of resources.
In Fort mammoth, the temple in Mournhold, or in Skaal there is one person that can sell a Drain Skill spell. After buying this spell you can make a spell that drains that, or any skill, 100 for 2 sec. cast and talk to someone who trains the desired skill, and it will only cost 1gp, in addition you can level any skill to 100 with any trainer. Let the good times roll.
