in the tevani quest where you are supposed to get the redoran counsel to stop the mages guild monoploly i cant get Venim to agree with me. the other counselors agree with me and don't have any topics about him.

As Aryon suggests, start with Athyn Sarethi in Sarethi manor. Get his disposition up and he'll agree, and suggest you "appeal to fairness" to get the other Councilors to agree. Sure enough, if you talk to the other Councilors in their respective manors (Miner Arobar, Garisa Llethri, Hlaren Ramoran and Mistress Morvayn in her temporary quarters in the Redoran Council chamber) they'll agree if you use the "appeal to fairness" conversation option. Just asking them about the Mages Guild monopoly won't be sufficient. You can ignore the last Councilor, Bolvyn Venim, as he'll never agree to support you. As a reward, you'll get an enchanted glove, Aryon's Dominator.

If I remember correctly, you only need 3 coucilers to support you and then you can go back.
