short version, SKSE is used for:
1) switching between Illusion empowering and "oldschool" dualcasting
2) no more need for "reequip your armor and drop all arrows after an update"
3) you can no longer change your equipped armor in combat
4) the spellchoice menus are generated using SKSE functions

a) You no longer gain XP for simply casting the spell, it has to affect the enemy without being resisted. Once it affects the enemy, you will gain continuously XP until the spell fades or finally gets resisted. We tested it several times and Frightening orb works fine. This new XP-system has two advantages for us:
-you can gain large XP-amounts from a single cast, therefore you do not need to cast millions of spells to level up
-spamming the target will not yield massive XP-boosts, because the effects do not stack
b) This is absolutely correct, the basecost are 150 magicka points (before you complain, keep in mind, that the spell now has a base duration of 40 seconds, which is a small eternity compared to the 5 or 6 seconds Fury hat in previous versions, and it has no more level-cap. In theory, you can use this orb to scary a freaking giant (in practice you'll need some exercise first :D)

a) I used the spell on several mudcrabs and they were running away and I didn't get the tiniest amount of illusion xp. Once the fixed version comes out I will test it again. - If I cast fear on two targets and wait, does that mean that I will get two pools of xp while the spell runs? The idea seems good overall. b) Seems balance,I suppose the high cost is ok and fear does render the enemy useless so it's worth using. As a vampire I can just choose mage stone for an extra +100 magicka and then put all attributes in magic. I suppose a illusion enchantment would help as well.

Did you wait a few seconds? XP are granted once the initial resist failed and then in 2 second intervals, when the next resist check failed as well. The XP per interval is not that big (1 XP for Frightening orb), so it will take a few intervals until you have a well-visible increment in your skillbar. For me it worked fine (tried it on a countless bandits during development, and in the "release" version with the imperial officer in helgen, as well as wild sabrecat)
Yes, if multiple targets are affected by the same spell, they will all grant you XP, it only does not stack on a single target. :)

Perhaps the word "realism" is used too loosely. There is no realism in these games, just an improvement on vanilla mechanics, working within the game limitations. To each his own. I find the combat in Requiem to my liking over vanilla or other mods, some may not. Claims by a mod author or players are their view of how things are, they are not false or misleading in the context of all the mod descriptions available. We all know the context we are operating in and know when to apply a real world definition to a word.
