I wanna answer that, but he mentioned that it was revealed from the start.. which I assumed as it is. Pick up a vampire dust first time and you get all 4 effect.. IIRC, the 2nd rank unlocks all 4 effect if u eat them first.

The level rate seems as intended. destruction always levels up slower.. try this on console.. Save first so you can reload.
AdvancePCSkill conjuration 1000
AdvancePCSkill restoration 1000
AdvancePCSkill illusion 1000
AdvancePCSkill alteration 1000
AdvancePCSkill destruction 1000
you will see destruction will gain the less level out of 5 school.

In general you will level much slower than in vanilla or in another overhauls like SkyRe for example. You can toggle the leveling rate from MCM menu afaik.
I would still recommend that you keep going as it is set as default, you will start leveling up bit faster after you get first couple levels. Ofcourse this depends if you use other skills in tandem with destruction.

Also if you use Immersive Monsters + Azirok's requiem patch, I recommend using the draugr armor reduction patch aswell from the same patch site.

If you do not even download mods before reading the readme, you should add "not even posting comments before reading the sticky posts" to your policy as well.
