BOSS itself makes a note that Requiem.esp changes a lot of things and you should consider creating manual rule for it. You should load Requiem as low as possible and only load mods after Requiem you KNOW you want to overwrite Requiem. When unsure, load Requiem after them.

Fix it by getting a better weapon and taking combat perks. If you mean it takes many hits to kill higher NPCs do you mean with a bow? If anyone is wearing heavy armor it will take a lot of arrows and even at close range it takes a few. And it all depends on your archery perks and material of bow and arrow.

For some reason I can't get this to download properly. It comes up with something like "file does not exist" in the NMM. Any ideas?

You need Dwarven Oil, Fire salt, and a Gold Ingot.

That doesn't really answer my question if the AF is normal for Requiem..

If every NPC, including the 'higher' ones, was easy to kill, then there is no reason to get better in this mod
