Perhaps those bandit mages only spawn if you are a high enough level. I think I've seen them in Requiem at the Halted Stream camp and maybe 1 at the outdoor cave area, next to Whiterun, where there is a bandit camp (he spawns with the group that ambushes you when you try to open the locked chest).

I could see the Greybeards accepting non Nords because they believe that what they are doing is worshipping Kynrareth, or whatever. Other residents of Skyrim have been known to make the pilgrimage up to High Hrothgar, so perhaps, some of them study with the Greybeards, a bit, while they are there.

I'm not sure the odds, of someone switching from primarily serving 1 divine to another, but I think I've seen that happen before (maybe in another mod). The Vigilants of Stendarr do more than just worship, so it's plausible that he wanted to do the combat related aspects, after getting a shout to use, for the advantage it could provide in a life or death situation. Or perhaps he just wanted to learn/worship the way of the voice, then changed his mind. None of the Greybeards or Ulfric would have to mention everyone that has studied there. Not everyone is real life has a journal. The letter thing might be weird too (besides being a waste of paper, when he could just tell them. Paper would be less plentiful in that world/technology level, I would think (could be wrong though).

A vampires increased hp/carry weight/strength may help decrease some of the magicka penalty for casting in heavy armor. Since the weight of the armor, would be less noticeable/feel less heavy. But it may not be much of a decrease. Probably not enough to rely on any, or lots of casting.

We still believe that a few cell resets (i.e. turn the respawn timers down and wait some time in your home) are sufficient to apply the update. :)

As you guys can think, I haven't used the 1.7.3 version for months. ;) Therefore I am not entirely sure if it contained no bandit mages at all or only very few. But it should definitely not contain some master mages in the ranks of the bandits, unless you are using other mods that modify the spawns.

@Isphus
All heavy armor spellcasting penalties come from a perk, now imagine the surpreme workload you would have to distribute this perk to all NPCs by hand (i.e. without SkyProc).

"Illusion can be nice under specific situations, but i'd rather invest the perks elsewhere if i'm not going for a sneaky dovahkiin."

With an Illusion skill of 35, and the perks to cast an empowered Blur, you can go to Vaultheim Towers and face all bandits there (without sneaking). Blur gives enough protection to withstand all archers. You need of course some healing and you probably don't have enough magicka to cast any other spell than Frightening Orb to send the melee bandits running and Enraging Orb to make a strategically well placed archer work for you. So a (cross)bow is recommended to have something to do in between spell casting ;).

Not many other schools of magic allow you to take on at twenty bandits at such a low level.

Alchemistic Intellect increases your magicka pool with 100.
Fortified Muscles increases health and stamina with 100.

And dont forget the "fortify muscles" spell. With fortify muscles I and mage armor III, my lvl 17 mage is about as hard to kill as my lvl 14 heavy armor guy. Im not sure about how it scales into the later game, but at least early on those extra muscles can save you from many nasty situations.
