Perhaps those bandit mages only spawn if you are a high enough level. I think I've seen them in Requiem at the Halted Stream camp and maybe 1 at the outdoor cave area, next to Whiterun, where there is a bandit camp (he spawns with the group that ambushes you when you try to open the locked chest).
I could see the Greybeards accepting non Nords because they believe that what they are doing is worshipping Kynrareth, or whatever. Other residents of Skyrim have been known to make the pilgrimage up to High Hrothgar, so perhaps, some of them study with the Greybeards, a bit, while they are there.
I'm not sure the odds, of someone switching from primarily serving 1 divine to another, but I think I've seen that happen before (maybe in another mod). The Vigilants of Stendarr do more than just worship, so it's plausible that he wanted to do the combat related aspects, after getting a shout to use, for the advantage it could provide in a life or death situation. Or perhaps he just wanted to learn/worship the way of the voice, then changed his mind. None of the Greybeards or Ulfric would have to mention everyone that has studied there. Not everyone is real life has a journal. The letter thing might be weird too (besides being a waste of paper, when he could just tell them. Paper would be less plentiful in that world/technology level, I would think (could be wrong though).
A vampires increased hp/carry weight/strength may help decrease some of the magicka penalty for casting in heavy armor. Since the weight of the armor, would be less noticeable/feel less heavy. But it may not be much of a decrease. Probably not enough to rely on any, or lots of casting.
