Ok, thank you, i haven´t played requiem for a long time so i forgot about the loss of mana and stamina. I also found the reason for my sudden durability. It seems a huge health buff was applied to werewolves, i did not notice this first, and was surprised by the low rate at which may healthbar shrinked. Everything seems OK in this case. stupid me ^^ , thanks nonetheless.

How about:
a) Tying it with one the Standing Stones? The Mage looks like a good candidate for mages, since it already provides the magicka boost, The Lord for warriors (you are more familiar with magic, so you are granted both a resistance to its effects, as well as better concentration while casting spells), and The Lady for thieves (you need both a silver tongue and a sharp mind to bargain/persuade others).
b) Placing it in Alteration. Alteration looks to me to be a neutral magic school, and I think every character who uses magic benefits for investing in it.
c) An automatic perk given by any magic skill as soon as you hit Adept level, or Expert level, whatever you think is balanced. Kinda makes sense, you have a lot of experience with casting spells, so you don't lose your concentration during combat.

I've started a new game but upon entering the first cell in the game (after choosing to flee with the Stormcloak or Imperial) I'm stuck unable to move, in a head bobbing position. Sometimes the "You feel exhausted" message will come up sometimes not. Either way I am unable to move or turn my character.

One thing I found out about legendary skills is that redistributing perks for initially unlocked spell levels does not reengage spell selection window. Is this a bug or an intended limitation?

Interesting NPCs may be causing this; restarting the game without loading a save (do not skip character creation), and without any alternate start modes fixed this for me.

No, I've uninstalled every mod now but SkyUI and Requiem. It is only doing it with SkyUI. I don't even have Interesting NPCs.

It's a implementation limitation, neither bug nor intention. But in the context of legendary perks, I begin to believe it's rather intended. :D

I uninstalled Requiem so I could play with my non-requiem char, and now without requiem my skyrim crashes to desktop after the bethesda logo so i was wondering if anyone might know what it is that I'm doing wrong?

You probably still have a mod loaded that depends on Requiem, like a patch.
