Nope, didn't touch them. That's a very good point though, because STEP does include some ini tweaks. However, since I didn't change anything, those changes would have still been present, so they can't be it.

I am not sure where those settings are taken from for a new MO profile. So if your old profile contained modified settings, it might be worth to diff these files, just to be sure.

Ok, so I've started a new Requiem 1.8 game and everything seems to be working fine. Now I'm level 12 and I've started the quest for the Gauldur Amulet. One of the bosses drops a bow called "Gauldur Blackbow", which I wanted to use asap. But thing is, it's drawn REALLY fast, much faster than a simple Hunting Bow. Feels like I'm playing vanilla.
I haven't installed any armor/weapon mod because of the lack of patches (I'd rather wait for Azirok's in case I want to install any of these kind of mods), so I opened TES5Edit and made sure no other mod except Requiem modified values for this specific bow, and that's the case. However I've noticed the "speed" value for that bow is 0.8 even in Requiem for the Indifferent.esp ( which is last on my load order) whereas most bows have a speed value between 0.2 - 0.4. Is that intented? Because it doesn't feel very Requiemish. Or it's just that I have done something wrong...
For better reference, FormID is 000F5D22 and EditorID is dunGeirmundSigdisBow06

Okay, compared the ini from the working blank profile with the not working step profile. Turns out MO is cleverer than I thought and does create different ini versions for each profile. They're almost identical, but the following entries appear only in the not working profile:

Further information: STEP is split into sections, the first of which is fixes. Somehow I feel more okay about building a working version than dismantling the old, so I installed the fixes on the blank working profile. USKP and similar mods. So far the texture is still working. I plan to continue with the next section later until I find whatever mod is responsible. If nothing else works this should identify the conflict.

Everything is working "correctly", this particular bow belongs to the few unique bows that have not been manually adjusted. And since the patcher uses the default (melee) weapon settings for bows, this results in having an overpowered item. This bow is already listed in our internal issue tracker, together with a bunch of others and will be "reqtified" in the next update. Also I will tweak the settings of the patcher to yield better balanced results for ranged weapons.

I have been playing it for a around 30 hours and for some reason the affect Exhaustion from attacking won't go away, my stamina is constantly drained. While it is at 0 it flutters back and forth between one and zero so I think it is still trying to regenerate. I have followed the suggest steps for stamina issues to no avail. I have tried dropping gear and all that, waiting and many skyrim days, and a long time in game. I have tried some consoles commands player.dispelallspells and resurrect both work statically but don't seem to have any effect on anything in the game.
Any ideas?

There is something you can try. You need the Mfg Console mod (it extends Skyrim's console) for this. Go to third person view, open the console and click on your character. With Mfg Console inspect the active effects on your character and find the ID of the 'exhaustion from attacking' effect. Then try to remove this effect by typing:
player.removespell id
where you substitute the id with the found number.
player.removespell id

Good to hear. May I know what the speed value for this bow would be? I'd like to go and try to make a little patch for it (I've never done it before, but I would like to try). It feels like I'm cheating right now

No idea, I have not yet decided if it should be a light (0.4 speedmult) or heavy bow (0.2 speedmult).
