not my words below,, cut, copied and pasted, [this is the advise I use]
hello guys first time i write a comment but i had same issues most people had and here are ways to solve them.
1st issue data file doesnt work go to mydocuments/mygame/skyrim/skyrimprefs
is a notepad file look for launcher in there and add the last file
[Launcher]
bShowAllResolutions=0
uLastAspectRatio=3
bEnableFileSelection=1
another version, but I don't use it
This is how you enable mods, found it somewhere in the comments:
1. Find the SkyrimPrefs.ini (use windows find file if you have to) its usually under My document/MyGames/Skyrim
2. Open this file with notepad (or right click choose edit)
3. Look for the line:
[Launcher]
bShowAllResolutions=0
uLastAspectRatio=2
4. Add the following line below:
bEnableFileSelection=1
5. IMPORTANT: save and close notepad. Go back to the file and right click the file, choose properties and make sure you check READ ONLY. click apply and ok.

*bump*
i am having the same issue. everyone keeps telling me to edit the skyrimprefs.ini file and i keep telling them i have. the data files option in the launcher is NOT grayed out. My hearthfire, dawnguard, and dragonborn dlc's show up and work. i obviously have the nmm. The nmm says that the plugins are active but they do not show up in the data files options. i have painstakingly checked to make sure each and every one of my mods (not many - 4) are in the correct directory.
I have not been able to find a solution to this problem anywhere. I have also found quite a few people with the same problem and no one will listen to them when they try to explain. Other people keep telling them that they have to change the ini file even though they insist that they have. A solution to this problem could be really useful to a lot of people. Please help!

You know there are two .ini files? The one in the steam/apps/common/skyrim will not change anything, you need the one in your documents folder.
Are you connected and logged into steam? If you've never launched from steam or you are logged out of steam, that may be your problem.
Also make sure you are running all the programs with the "run as administrator" option and that your firewall is not blocking Steam or NMM or Skyrim.

i do not have it on steam. i have also run them as an administrator. I have also checked my firewall and my programs are not blocked. And i uninstalled and reinstalled a few times to try to solve the problem to no avail.

Go to the NMM folder, then to uninstall folder and uninstall NMM completely.
Then you reinstall it.
When it asks you were you want to put your files, change it to where you've installed Skyrim.
That fixed it for me. If it doesn't for you, then I can't help you.
