I played this mod and really enjoyed the first quest, but than when i had to go get my armor the person you are supposed to talk to to get it, doesn't have the dialogue choice and i have no way to further progress with this storyline, i have reinstalled it and redownloaded it and neither have worked.

So, after playing it through all I can say is.. Great job. Had this ever been finished and perhaps polished it would've made a great mod. Right now it's slightly bugged but I've endorsed it for the sole idea and for what it could have become.

the cat for the bribe never marks any thing for me to find the guy after i threaten him just runs off. i must of discovered the place already can any one tell me what cave or area it is? there is no marker either please help

Head over to the Black Horse Courier building in the Market District. On the floor, read and take the paper about the Legion recruiting. Then go on from there.

Check your current quest list. If you did what I did, your active quest is the one telling you to join the Navy, which you've already done.

Anyway, it's a shame this mod never really got finished. It feels almost Morrowind-ish, getting to do all sorts of quests for the legion again. Not sure how big this is, but other than the spelling mistakes it's been great. Fort Ash didn't even crash me like other people said it did for them.
