There is no voice. Those audio files are silent MP3s that "play" for 10 seconds during dialog so you can actually read it.

And I think that after that quest he sends you to his brother in the Navy District. Please pay attention to the dialog.

And I payed attention to the log, it said I was promoted to Agent and he rewarded me. And he said when he gave me the reward that I should get some rest, that's all.
