For some reason when ever I enter Gomorrah once the loading screen shows up i get a black screen and my game crashes. I have made multiple merge patches to see if it helps but it sadly does nothing. I am using the latest version of NMM and NVSE.

It's caused by the Beyond Boulder Dome Mod. It has been fixed by now. Just update the mod.
Happend to me too^^

Make sure your MMUE is up to date (mission mojave ultimate edition)
it has some fixes for bad records in the Gomorrah area.

It might not be your mods.

For instance massacring everyone in Gommorah or any other casino may cause the game to crash because the greeter is gone, and therefore nobody can take your guns.

Well, I'm pretty sure it's caused by BBD, they even stated it in the change-log. To test if an other reason is causing this you could use consolecommands and teleport yourself into a Gommorrah Interior Cell and check if the npcs are still there and other things like this.

I think it could be Rockwell Pursuit but I am not sure...

Fix: Rockwell Pursuit is the cause of crashing when entering the casino as of version full 0.1.

Didn't killing that Bounty Hunter for the Garretts also cause a similar problem, although when exiting the Gomorrah instead? Though I think it was patched. No idea why Rockwell Pursuit causes a crash there of all places, though.
