Many of us Don't know the story Behind rufio so Here you go: "Cladius Arcadia", the man In the imperial prison Arranged Rufio's assassination. Caught when Arranging that assassination, the imperial Soldiers Threw his ass to prison. why he arranged that?
If the player accuses Rufio in that Dark brotherhood quest "The Knife in the Dark" of having done something to deserve death, Rufio makes the following comment:

No! Please! I didn't mean to do it, you understand me? She struggled! I... I told her to just stay still, but she wouldn't listen! I had no choice!

This may mean that Rufio accidentally killed Claudius Arcadia's wife or daughter when he had a struggled with her (attempted to rape her).This shows that Rufio is far from the innocent old man he appears to be, and Claudius Arcadia is not wholly evil. This is quite possibly one of the darkest side stories in Oblivion, though most players will probably not talk to Rufio before killing him, and therefore never realize what he had done.

I found it in Claudius's Journal:
Entry 3: It worked! Last night I was visited by someone, a representative from the Dark Brotherhood! The Night Mother heard my prayers! The money was exchanged, and the man promised me I would have satisfaction. I don't know where he's hiding, and neither does the Dark Brotherhood, but as soon as he's located, Rufio will die!

Why this is the worst part is that The Background of this Assassination remains Uncompleted to novice and amateur players. so such Dark and intresting "Chain of events" story remains hidden to certain users. I investigated this because I wanted to know Why that Rufio, innocent looking old man (which he was not) had to be killed and What assassination did "Claudius Arcadia" arrange. I hope this Helps Anyone Looking for Dark brotherhood backstory.

You'll find it in claudius Arcadia's chest in 2nd floor of his home in talos plaza District.

My conscience got the better of me the first time I played the DB quest, and I spoke with Rufio before killing him- it made my fallen hero char feel a lot better about carving him into tiny bits. Didn't know about Claudius, though.

Most of the DB assassination targets deserve their fate- the pirate Captain has probably killed many innocents, Valen Dreth is pretty obviously a bad-natured SOB... the only ones that didn't seem to richly deserve death were the members of that one family later in the questline, and possibly Baenlin (sp?)- the guy you have to kill with the mounted animal head.

It is too bad about the DB just being a bunch of murderers, though... I'd rather have had an assassin's guild in the game that served some higher purpose than just murder for the sake of murder. As is, the contracts they accept are really just excuses to get paid for what they'd do for gits and shiggles anyway- that's why most of my chars never touch the DB quests (even a 'good' char could live with being an assassin if it served an actual cause, like ridding the world of evil people by any and all means or somesuch). The quests themselves are some of the most entertaining in the game, but the motivation for completing them is a little flat.

It is likely that Baenlin did not deserve death. It is likely that the contract came from his nephew for inheritance

I just went to get that screenshot, but I guess since I did not talk to Rufio it was not there. In its place was a much less beautiful alter: four candles arranged around some bloody human body parts, flower petals and a dagger. Hopefully I'll be more diligent in my next characters evil exploits.

Sorry about that, the bloody body parts altar you found is the real one. The one I posted is found in the basement of another Imperial City DB worshiper, I'll have to look around a bit and see if I can find out who it was.

Thanks Woogie Monster - you're very right about that. With the exception of my aqua lighter background, it is the first image I have found that I enjoy having as wallpaper for more than a couple hours.
