Where can I find some good tools for creating entirely new creatures and inserting them into either races or monsters sub-categories?

Need to keep the price relatively low like under $200 and need to make sure the program I choose won't send me on a wild frustrating goose chase. I am very new to modding and simply want to make some cool monsters without using the same models given in the DA toolset.
