Well legend has it... (Bwahahaha, I enjoy saying cliche things...) He's a secret merchant or something only accessible by certain hidden items. Though I've never seen the items or him myself. Perhaps someone who HAS seen him can help.

I remember hearing about him before back when Morrowind first came out.
I allways thought he was in a mod someone made

He is not actually locatable on morrowind but if you type

coc "clutter warehouse - everything must go!"

into the cs then you'll warp to this location. Don't go if you aren't very strong because cluttermonkey is fairly strong and has some quality armor (ebony or daedric, i can't remember which).

In the same area there are a lot of good items.

there are a couple of mods that include items that warp to this place - check the downloads section for details.

Cactoblasta is right except he meant to say the console, not the CS (Construction Set)...

Open the console and type in:

coc "Clutter Warehouse - Everything Must Go!"

And don't worry about finding Lord Cluttermonkey... He'll find YOU.

To clear that up a bit, it means that he will outright attack you. He has (as full as a beast race can get) full Daedric armor, and a unique mace called Clutterbane, with all sorts of great enchantments on it. Also look for the Used Clutter Salesman, who will sell you all manner of random worthless junk.

Monsewer, haven't you been warned enough? Do you not understand RULES? Can you not READ? Do NOT post irrelevantly (and necromantically to boot) in any thread.

A simple solution. Start a new game, set the difficulty level to plus 100, wear no armour and permit only hand-to-hand combat. Level up only through experience, not by training. That will give you a very tough time of things.
