I haven't seen this problem posted anywhere, maybe you can help.
During the burial chamber quest I met one of the settlement members that mentioned there should be guards. Of course I thought so too and recommended him. I finished the burial chamber quest and returned to Falco. From that quest, the game went directly to assassination quest and then to the silver weapon shippment quest. It skipped the "spriggins", "deliver report", and "hire guards" quests. Falco directed me to retrieve silver swords from Constans Atrius who was no where to be found at the shrine or anywhere in the fort. I tried a number of recommended fixes found on different websites without any luck. I was able to enter a command that generated an annotation in my log book that I have the swords and should return them to Falco but it still didn't allow me to move on to the next quests. I didn't realize I skipped over the missing quests at the time, but now I'm thinking that this may be the reason I can't complete the silver weapon shippment quest. Has anyone else had this problem? Is there a fix that will allow me to continue the game or am I going to have to restart the game?

Thanks for the "helpful" tip Darkh Templar but I had already tried the forcegreetings line with both 0 & 1. I have also entered the code which made an entry in my log book which stated I had the swords but that didn't help either.
Since those commands don't seem to work, I was interested in finding out what all the positioning commands in the Constans Atrius string would do to the game before I copied them. If I'm unable to initiate the missing quests am I going to have to start over?

If you can't get it to work, then you will have to start over. Try PMing Marx about this matter. The Raven Rock quests are so bugged in some cases that wouldn't be surprised if there is no solution.
