sponsership problem...help

I am having trouble with my sponser for the House of Hiallu. The guy who said he will sponser me in Vivec (Crassius I think) won't do it unless I take my clothes off??
(I am a female Imperial) There's no way to do this or talk to him because he just says goodbye after that...has eny one else had this problem??? I can't advance without his sponserhsip
