When viewing the .esm of Fallout 3, I have compiled a list of all the values of effects I know of. When a, say, MGEF, is to change the PC's health, you can see this in the DATA of the MGEF Record when in hex mode. It is the 4th from last set of values, where the last three are 00 00 00.

 

Not sure if that made sense, but hopefully some people are still hanging on.
