If we're gonna use the american forces as the example then something like the Navy SEALs would be better. They carry high or higher ranks than "batalion" troops because of previously pointed out responsibility, experience and pay to suit.
I know films are not the best example but sometimes they're dead on. James Bond (lol) for example is officially a Commander in the Royal Navy simply for records and ability to pay. Also although cringe worthy at times the movie "battle los angeles" can be seen how a batalion fighting force such as the USMC would respond to an alien invasion, with massive mobilization and deployment, fixed wing/rotary support, harriers, f18's, awacs, gunships and god knows what else lol.
Anyway this is turning into a long post, just wanted to point out that the members of XCOM are probably corporals at the lowest in their previous units and certainly many of them would be paid (and therefor) captains and majors...easily.

How do you get this to work with DLCs?
In general: Apply mods after you install DLCs.
In specific: This mod changes entries in the 'XComGame.int' file. The mod 'Custom Mod Builder and Manager' has the capability to implement INI and INT changes, and already includes a Ranks mod you can tweak to suit. The mod 'ToolBoks' has the ability to fix the hash of the executable after other mods make changes, and can make UPK changes through 'Custom Mods'. Between them, those two tools can implement pretty much any simple mod's changes. The combination makes this sort of change trivial (at least until the next patch forces all tools like these to get updated).

Thanks for the idea, and showing how to change the rank names!
In the case if some one dont want military ranks at all like me,
instead some "specialized field, shadow operative" style ![]()
...here my idea for ranks:
Special Forces Sf (overall name for X-COM recruits. Fit for military, S.V.A.T., or what ever he/she was. I Changed their aim, etc so they not screeming weaklings any more, and live up to the name).
X-COM Agent X
X-COM Second Class X2
X-COM First Class X1
X-COM Veteran Xvet
Inhuman Class Icl
Superhuman Class Scl
Alien Wars Hero Awh
Eventually they fit quite well with the X-COM rank symbols! ![]()
