I tried this new 'Dragon Age Keep' last night.
I don't know what to think about it though. Maybe it is handy for some?
You log in with your Origin account and let the 'keep' find your uploaded results from both DAO and DA2. You can chose amongst several if you had been logged in to Origin during play. Pick the character you like from both games and confirm. After a couple of seconds you can watch your story fully voiced. Pretty nice graphics too. You have the option to change your story details in some key areas.
The purpose must be to create a import for DA3, just like importing from a savegame. It just puzzles me why Bioware didn't just integrate this in the game?

Okay, at risk of becoming some sort of evil BioWare deranged fangirl, DA: Keep is three things:
1. It allows you to upload your achevements and DLC to share with others
2. It allows you to recreate your saves to be transfered into the game for whatever platform you are using
3. It allows you to create save states for future games
What DA: Keep is not:
1. It doesn't transfer your saves from first to third, you need to do it on the keep
2. Recreate your past characters faces and headcanons, they upload the picture only
3. Not an evil way of obtaining more control of your game
The reasons why BioWare is using keep from now on:
1. No more bugs from transfers (I.E Zevran is completely bugged in DA2)
2. Ease of transfers from one platform to another (360 to PS4)
3. It doesn't get them into trouble from Microsoft and Sony for cracking open save files
As to why it is not downloadable, it is more expensive to make it downloadable app for people to use and it doesn't work for people who are on consoles. So no, it is not an evil crackpot way for BioWare or EA to control your game and this is much better than gibb save generator as it only tracks active flags
