Blinding flashing/strobe effect

Hello,

I recently started getting a blinding flash/strobe effect when looking at light sources. Occurs regularly when first person electricity effects from in-hand lightning spells are in view, though also occurs with random lights. Any help would be appreciated - video of issue linked below:
