I've downloaded the latest version, but "Show Soldier's XP & Mobility in the Barracks" is greyed out and I can't select it; is this a planned future enhancement or does it require another setting to be enabled first?

It has not been implemented yet. See also the Toolboks FAQ

 

The 1.6.4 Beta only has "Show Soldier's XP & Mobility in Tactical missions", but please note that that is a beta, and has a bug where XCOM crashes if you hit F1 to see enemy stats.

Usually I don't get false positives with this software - extremely rare. Unfortunately I won't be downloading this.

Don't take my word for it by any means but the program forces the .exe to load data files by 'infecting' the .exe by changing the list of config file paths to ignore.

From a heuristic point of view this looks like a virus because this is exactly how viri behave, they edit executables.

An AV program sees it is looking for a file ending in '.exe' and then disk io on that file. Yeah that's a good candidate for a virus. But also a good candidate for a mod that has to edit an executable.

But the mod writer should speak to this. I just came here hoping for an update, and also maybe some info on where the dgc ini file it uses lives. With that info the user could make changes until they get incorporated in the mod itself.

There are only two places to mod the DGC.INI.  The internal copy embedded in the EXE 'resource cache', and the loose file, which is in the game Config folder.  Details in the wiki article 'DefaultGameCore.ini settings - XCOM:EU 2012'.  If you have ToolBoks enable INI loading, then it won't modify the 'resource cache' copy because that gets overridden by the loose file copy when the game starts.  If you are planning to implement your own mods, enabling INI loading is the way to go.

 

However, many of ToolBoks 'toggle' tweaks are not made to the DGC.INI.  So it really depends upon which ones you want.

Thanks, I read that article which is why I knew enough to make the prev remark.

That kind of makes sense but I don't see how to enable ini loading.

My understanding was that you just needed to hex the exe so the ini's would load. My understanding was also that toolboks did this already, but the inis out there are not modded appropriate to the tweaks i set in toolboks.

I'm getting the Psi lab bug, crashes every time I try to use it. Is there any way around it?

I have no idea why, but there have been some reports here that ToolBoks seems to be having problems with enabling INI loading for some people.  The problem with those reports is that they generally just say 'it's broken' without details.  All I can say in response is that the best available information on how to enable INI loading manually is in the 'Basic guide to modding' wiki article, under 'Recent Discoveries'.  To the best of my knowledge, that is what ToolBoks is doing as well.  The tool XComModHelper (linked in that article) will also enable INI loading similarly to ToolBoks.  That should be worth a try as well before attempting to manually hack it.
