i used the cnstruction set and made an island in the middle of nowhere and put down several ships and loaded them up with like 6 pirates each all at least at level 40 and on the island i put guards at level 150 in full daedric armor and i put the pirate leader at level 200 over all there were about 50-60 npcs all set to attack on sight... needless to say i got my ass beat but it was fun. so try using the creator to make a challenge for yourself.
