i dont know how to get in tribunal :S

This has been posted countless times. Use the Search function.

To get to Mournhold, go to sleep once Tribunal is loaded. You will eventually be attacked by assassins, depending on your level.

Report the attacks to a guard, who will tell you to go to Ebonheat and talk to Apelles Matius. Apelles tells you, after some talk, to speak with a Breton woman in the Grand Council Chambers. The woman magically transports you to Mournhold, where your quest begins.

OR,you can go to the Mages Guild in Vivec,and use Almisvi Intervention beside on of the beds. Works for me.
