I have completed all of the tribunal main quest and i was wondering if it was safe for me to kill king helseth because i REALLY want that ring he has.

What Peregrine meant was that the ring was so unbalanced, using it would be the equivalent of using God mode.

ok the whole restore game thingy comes up if i kill him...ive killed amelexia and he doesnt really have much to say to me so im guessing i have no more missions left..does the restore game thing at this point make a difference or have i missed something?so if i have done the quests for him(recieved the royal armour)i can kill him right??

Sure, go ahead and kill him.

Be warned though, Morrowind will become ridciously easy when you have the ring equipped.
