This is an interesting concept. It will be interesting to see more cities modified.
I don't care for having the guards' armor modified, however. The City Guard wear a specific uniform, and shouldn't differ one to another. At least in my opinion.....

I did try to keep a mostly standard look for the guards. You'll see it in game( I tried not to spoil it). The day time post and night time post guards all have the same look with the exception of all nighttime post guards not having bows. This is just due to the fact that I feel its not very plausible that a person would shoot at you with a bow in medieval nighttime.
The patrolling guards have variant helmets with Pauldron Guard Armor added. I felt that when you're patrolling and looking around a town, your presence will most likely be more personable, and people will know your face. There are some other changes too, but give it a chance, I'm sure you'll like it.

Your mod looks absolutely phantastic - but I'm so sorry that can't use it because I don't use Wrye Bash. 
WB is much too complicated for a "normal" user like I am.
It's really a pity that your mod requires it.

I'd say he worded it wrong.
It reqires WB to make it work with other mods that change the NPCs' appearance, but I'm sure that it will be fine without it.
WB is needed if you want to use it with TNR et al, but I doubt it's really necessary if you don't use TNR or similar mods.

you can just get the {active inventory spell} its a tesnexus mod and you don't need any other mods you can dress everyone the way you want just cast the spell on them

@gorzil: Thanks for putting out an explanation for it. I fixed the description now.
@Rubiana: Basically this CAN work fine without Wrye Bash. The only problem is that since my esp uses Vanilla Faces, if you have a mod that changes faces like TNR, it will change the faces from TNR to Vanilla.It also changes the attributes of some vanilla items (so that they'll show amulets and stuff like that).
So to preserve compatibility, I suggest you use Wrye Bash. I also explain fully (With pictures!) how to set it up to make sure it works.
As for OBSE, I suggested usage of it due to a script I use to make sure NPCs equip tail slot items. Sometimes I needed to use the tail slot for various things that don't fit anywhere else: (Beards, Capes, Backpacks, Belts) and the Vanilla system doesn't equip anything on the tail slot unless told to. So the OBSE script was necessary.
Hope that helps explain installation.

I must say this is a FANTASTIC mod 
Really adds some character to the people, cannot wait for the other cities to get done!
