I first went to Thirsk and they didn't mind me at all. Then I went to Skaal. Nobody would speak to me because I wasn't a skaal. I went to the main guy to join but he said that he wouldn't harm me and said goodbye. Does anyone know how to join? Thanks

You have to actually start the main quest first.

Just talk to Falx Carius, the captain of Fort Frostmoth, and it will all become apparent soon enough.

That is to say, follow the Main Quest and you will be able to talk to the Skaal soon enough.

Technicly you can't join them but they will make you Blodskaal
