Really? I thought Atmora was inhospitable by the end of the second era.

Because on one hand the Pocket Guide says that "..Cuhlecain, came to power and appointed an (Talos) Atmoran as General of his legions."

But the Pocket Guide 3rd edition also says that "The last invasion – if that is the word for two ships, largely laden with corpses, begging to make port – occurred in the 68th year of the First Era. The descriptions of the land these raiders had left changes radically over the years, leaving many to believe that it was gradually dying, smothered by frost. Expeditions to Atmora in modern times describe a place of permanent winter, with little life and no sign of human habitation. Whatever population did not succeed in fleeing to Tamriel doubtless succumbed to the ever-worsening climate many centuries ago."

So how did the Nedes in Atmora died out in the First Era, then suddenly a couple gave birth to Talos in the Second era?

The pocket guide says last invasion. As in last significant group. And between that period and the time of the pocket guide 3rd edition ("modern" times) is a vast expanse. Talos may have been one of the last refugees to flee, coming alone or nearly alone to the main land. Another possible explanation may be found in just how much Atmorans valued their heritage. I find it likely that many who were directly descended from Atmorqn invadors or immigrants continued to identify with their ancestors. Talos of Atmora or the Atmoran could simply mean that.

In Old Hroldan there is a ghost who addresses the Dragonborn Player Character as Hjalti. He appears in the Inn where Tiber Septim reportedly stayed, after you sleep in the same bed. This is 100% proof as far as I'm concerned.

How on earth is that 100% proof? A ghost, perhaps bloody delusional, identifies you as Hjalti, regardless of race, and as far as i know never even explains who he means.

I would be more inclined to believe in your second explanation though.

The timeline in UESP states the last "significant group" from Atmora arrived at 1E 68, and this "significant group" consisted of only 2 ships, filled with dead and the dying. Testimony indicates that Atmora was inhospitable since then, and is getting worse.
Talos is born 2E 828. That was at least 3800 years after the last ship arrived. Again the last landing consists of only 2 ships, so the idea that Talos built himself a ship and left his parents and fellow villagers behind is illogical. Why aren't there any other Atmorans besides him that came with him?
The source for Talos being born in Atmora is the 1st edition of the Pocket guide, commissioned by Talos himself. I would be hesitant to call it reliable too. I mean no disrespect but saying he is from Atmora sounds like saying when Kim Jong Il was born there was a star that illuminated the night and double rainbows appearing.
Besides that I think Luzburg has a point. A delusional ghost is probable, but Talos being from Atmora doesn't sound probable at all. And I am no specialist in ghost behavior, but from what I gather from TV, movies, and even games, some men (mostly women) die without finding peace, or some unfulfilled oath, or some vengeance get stuck in an infinite loop of the same events until the soul is pacified. I wouldn't call the ghost delusional, but rather stuck in an infinite loop of "waiting for his sword". Then again Hjalti could be anybody.

Oh I don't know, maybe because The Elder Scrolls is a Zenimax/Bethesda property, and they actually ARE making Elder Scrolls Online?!

@Reiyichi No, they are not. ZeniMax Online Studios is. Sister company to Bethesda Game Studios. Both owned by ZeniMax Media Inc. Very easy to confuse. :)
