when i ask someone in ft frostmoth about rumors he tells me he heard some dude talking and the dude said that theres some thieve's treasure hidden in one of the ice caves but that its guarded by a bunch of grahl where is this? plus is that cave on the northeastern island a part of a quest or is it just an easter egg?

The cave in the Northeastern are is a quest. you get a key to it as a reward from this guy who is cursed. I don't know his name but I remember he was cursed because fell asleep sailing and he killed people accidentally. A wizard cursed him so that he could never sleep again. After you help him he give you the key to that cave.
As for the thieve's cave, I have no idea...

Could you be more specific then North Eastern part of Solsthiem.
As for the Pirates' Treasure, in the South East part of Solsthiem you'll find a barrow called Himmelhost. It's straight east from the mouth of the Iggnir River. Inside you'll find six Skeleton Pirates and a Skeleton Captain. Each one has their own chest with random loot, but the Skeleton Captain is sure to have the enchanted steel saber Seasplitter, a key, and a poem. The poem is:
Near the mighty sun's great stone
An arch marks withered flesh and bone
And at the base you'll know sweet luck
If dig you will straight through the muck
By the sun's great stone they mean the Sun Stone from the mainquest and Valbrandr Barrow. To get to Valbrandr Barrow, walk north from Himmelhost to a snowy area, then northwest to the Sun Stone. Then head north past Skogsdrake Barrow toward two great stone arches which Valbrandr Barrow is underneath. On the north side of the arch their is an area full of muck. If you look carefully you'll see a chest through the muck. Use the key from the Skeleton Captain to open it (or if you have a high security, open the level 100 lock yourself). Inside you'll find 5,000 gold, four emeralds, three diamonds, threee rubies, a pearl, three exquisite rings, and two exquisite amulets.
Or, do you mean the thieves quest where they're are a few thieves who are looting Solstheim and are then heading to Cyrodil to comeplete their stilling if so then this is what you want. It is actually a few cave quest that your trying to find out where the end is (don't just skip to the end, the fun is all the jumping around you do trying to find the treasure at the end).
In Frossel, an ice cave East of the Skaal Village you'll find a holding pen for wild boars and a lot of Rieklings. You'll just keep fighting your way through and eventually find a boarmaster. Just kill them all and then loot the place at your leisure. In the holding pen there is a body that has a note on it that speaks of some thieves' stash in another cave called Fjell. Fjell is far to the southwest, just on the green side of the snowline near Brodir grove and the Tree Stone. Inside of the cave you'll find five extremely weak grahl (each only has 50 health). Sadly it seems like there isn't that much loot in Fjell. Looking around inside of the lock level 50 chest all you find is 100 gold, three potions, and two average enchanted rings. But look at the south wall in teh big room. You'll find ten diamons which you can take, that form an arrow. The arrow points at a hollowed out ice rock that has five more diamonds, six emeralds, , six pearls, six rubes, and another note (the not is also a security skill book). The note talks about the thieves meeting in Cyrodil for a meseum heist. You can't do anything about it, so this little nearly quest is done now (don't forget to check the corpse outside, it has a diamond in its hand).
