Try removing a bunch of mods from your load order and seeing if SkyTweak appears? I think maybe if you just have too many mods, it might be possible that SkyUI needs more time to find the SkyTweak menu. That being said have you tried just leaving your game on for like, 15 minutes to half an hour and coming back? Sometimes it just takes a while.
And no, SkyUILib is an unlikely culprit. If it's missing, you just won't be able to input text for the save options that require text input, but it won't stop the menu from appearing.

The moment I removed it Skytweaks loaded within seconds. Sucks two of my favorite mods cannot be used at the same time. Or perhaps it's not a mod you can remove and put back in, due to something along the lines of quest implementation.
Not sure what to tell you, but something like AH is inevitably going to be extremely script heavy. Acquiring forms one at a time from a container is extremely slow compared to just having a form stored in your script from initialization. Then on top of that you need to run a script that periodically scans all object references around the player? Even with crazy optimization and multi-threading, it'll still be one of the script heaviest mods I could imagine.
