Separate the set and deploy individual parts at different places which are somehow related to his cult. Maybe give some shard of information about it to several priests of Talos.

High Hrothgar is accessible too early in game, I'm not sure if finding this rare armor would fit into the story.

I like the idea of how it could be scattered by different statues in the game, almost like holy relics.

I could make them scale to when the player finds them like the daedric relics do to make sure it doesn't ruin the game being too powerful when found.

I could include a book that talks about how the armor of Talos is laid before his monuments across the land in his honor awaiting the next Dragonborn.

This would explain why no one else could take/use it until now.

are you are going to rexture this? Is weird to wear a stone helmet and a stone skirt, im sure talons himself didnt wear stone cloak, bracer and etc.

Never thought I'd see this! Anyway I have a suggestion. I believe you should give the armor a retexture as I doubt Talos' armor would have been made of stone as are the statues, or look like it is. Maybe some kind of strong, ancient metal-looking texture? As for the cloak, some kind of old cloth. As for implementation. Perhaps as a reward after being pronounced Ysmir by the Greybeards? In this case, I believe a relatively clean condition would be suitable.
