I think that the throat of the world is a good place to find it. It is a place related to Kyne, and as we all know, Talos was a man, blessed by the storm

I wrote my comment before seeing this.
I think, indeed, that this is a very elegant and immersive approach.
I know that shout triggers are very, very complicated to make, but maybe you can somehow relate the statue idea with a "test" to the Dovakiin to see, how strong he has grown already.
Maybe he even has to summon a storm in front of his statue for the armor to appear, that would prevent players from getting that gear before they faced Alduin. (impatient people will use the console anyway)

Will you be re-texturing the armor at all? I doubt that Talos' armor would look like it's made of stone
. I'd imagine something more, uh, steely and leathery.
Anyway, alternative suggestion for acquiring the armor would be getting it for completing The Horn of Jorgen Windcaller (the quest) as a reward from the Greybeards, or maybe even as a reward for completing the Main Quest?

Put it in High Hrothgar. After all, he was also a Dovahkiin.

exelent armor,cant wait to see it in game.well anyway 2 things i have to say:
1:make the armor more mettalic and put its stats between daedric and dragonbon also include exclusive enchantments on it
2:like previously said,you should separate the armor pieces through the world

Perhaps during the "The Ghost of Old Hroldan" quest? Maybe old Ysmir buried a chest behind the Old Hroldan Inn in case his forces were pushed back? Or at least something along those lines.

It shouldn't be reward to Stormcloak or Empire since it's hard to figure out which one Talos supports
Since Tiber created the Empire he wants it to survive but at the same time Empire is forced to ban his worship...I still think Talos supports Empire since they are obviously gathering strength to strike back at the dominion
Armor that was in Oblivion was most likely his royal armor that he used during his reign as the emperor
I suggest putting it somewhere like High Hrothgar. But the best place for his armor would be Sky Haven Temple since Blades would most likely keep his armor as a relic.
Also I would suggest it be not enchanted or at least have not enchanted version since it seems like usual armor that Hjalti/Tiber used before he achieved greatness.
