My highest ever character was level 29, and with him I became head of every guild and finished the nerevarine quest. I picked the wrong primary skills at the start and really only focused on a few skills during the game (longblade, block, light armor, restoration, athletics, agility). This meant that I finished it without going up many levels at all.
