Some Essential NPCs Are Missing AND Cannot be spawned

For whatever reason, King Helseth AND almalexia are unable to be spawned or encountered under ANY circumstances.

 

Any ideas on how to fix this? I am thinking it may be a plugin or save issue. Not sure really.
