My idea is this: try to re-introduce the old system of healing of the menomations (instead of the use of Steampack [sad])
The steps are 3:

1- Make a texture for the Medical Bag (or using some item that exits already in the game, and rename it).
2- Make it usable when clicking on the menomated leg/arm on the PipBoy.
3- Make some influence of the skill Medicine.

Tonight, when I'll come back home I'll try to do something. May someone can help me?
