    Hey man. I recently had this problem and found a solution. Go into your skyrim.ini and locate fVanityModeMinDist= under camera settings. When I couldn't zoom in very far this was set at 155. I changed it to 50 and I can get nice and close to my character with the camera now. Hope this helps!
