Trojax! I was experiencing the stuck low texture quality issue (changing it from the launcher did nothing) and your post reminded me of the "Mipmap Detail Level" setting in the Catalyst Control Center. For whatever reason, mine was set to "Performance" and I changed it to "Quality" and now I have high res textures! Thank you so much! I hate that AMD has the "Use application settings" for almost all of their overrides except that one... I never would have found it :P
