Easiest way to do it is to attach scripts to lightsources. Right way to do it is to dynamically attach scripts. Have a look at fire hurts mod.

Sun shadows at night can be removed with imagespace adapter but making moon cast shadows will be hard. I found 2 game settings that could be related to it: fMasserAngleShadowEarlyFade fSecundaAngleShadowEarlyFade but did not notice any difference after changing them. Use GetCurrentGameTime() and disable light sources.
