Sabotaged

I'd like to create a mod that would either apply a glow or a ! to NPC's that have quests available. Can someone point me in the right direction? I have CreationKit with limited experience. Is this something that can only be done with skse or script dragon? Thanks!

It can sometimes be overwhelming when gathering quests. I would like to see either an arrow or a glow or even a ! on an npc when they have a quest available. Later in the game it becomes difficult to find unique quests that aren't the repeatable kind.
