Brotigan

I've noticed several new interface bars that appear on top of the screen that look like standard Health/Stamina/Magicka bars, but with different width and color. Not sure wich mod does this or what they even mean, maybe something Frostfall related. Anyway. Is there a tutorial on how to make a custom UI bar?
