Maybe use console commands to set your attributes and skill bonuses to those of Bretons? I'm not sure it would work.. but maybe if you use the command enableracemenu right after creating your character, and set everything the way you want, you could achieve what you want..

I think it would just be easier to install a magic overhaul mod, to be honest. Maybe try Skill Based Magicka Bonus (http://www.nexusmods.com/morrowind/mods/44835/?), which levels your magicka according to your magical skills?
