So, I had Hearthfire up and running on my laptop a while ago. My computer died and I had to load it on a new computer. I started up a new game and I never got the letter. I waited for a while and still nothing. I even traveled to different towns. From there I uninstalled Skyrim and reinstalled it. Still nothing. So, I turned off all my mods and again, absolutely nothing. The only thing I could think is wrong is that the 'update' file in the data files list isn't there. I think I remember it from my other computer, but I can't be sure. I've restarted steam in both online and offline mode. Will I have to force update it, or even upgrade to Dawngaurd and hope it goes through? Edit: Checked the ingame version, it's Version 1.8.151.0.7.
