All right I fixed it but uninstalling WATER - Water And Terrain Enhancement Redux and reinstalling it I will leave this up in case anyone has this issue

I have not had any performance issues yet I have been getting 5-6 more FPS :) I'm running a EVGA 460GTX Superclocked OC 1GB at 1080p and i'm now get almost 70FPS and thats with a lot of texture mods but there 1024 mods :( not 2048
