  1. I managed to get it working by adding "sLanguage=ENGLISH" under "[General]" in the SkyrimEditor.ini in addition to adding "Dragonborn.bsa" to "SResourceArchiveList2" under "[Archive]" as shown above. I hope that helps!
  2. I know you can increase weapon speed with magic effects and it seems to work fine. I haven't tried slowing them down however so I'm not sure that would help in your situation but I thought I'd mention it any way. Maybe you could add the effect to an enchanted item or something. In the CK's object window go to Magic > Magic Effect then make a new form. You'll want it to be like the one in the included pic but you can name/describe it however you want to and some things won't be needed or can be changed depending on what you apply the effect to (like you won't need a "Skill Usage Multi" for a potion for example). The most important parts are the Effect Archetype, Casting Type, Delivery, Assoc. Items, and Flags. On the spell/enchantment/word of power/etc itself you'll want to adjust the magnitude of the effect in decimals. 1.5 magnitude is a 50% speed increases (150% total attack speed). To make the effect slow you down you should only need to check the "Detrimental" Box on the Magic Effect form but again, I have not done so myself yet so I'm not sure if you'll run into your current problem anyway. http://i41.tinypic.com/8y8g82.jpg
