i'm becoming insane about that issue ... things to consider: core i5 Radeon 1 gb / Intel HD graphics 3000 ( hybrid GPU maybe this is my problem) the latest driver for my hibrid card was't released , i'm able to play BF 3 in at 720 in MID and BF 4 at 720 in low with no issues. 8GB RAM i've tried skyrimprefs tweaks, mods and everything, it only gets worse ... any recomendation ??

i have the same issue , i run an AMD too , nothing seems to help , only if i play in HIGH or ULTRA but my GPU is not that strong :(
