If you label it as a spell thats what skyrim is going to think it is by default. What you are trying to do is something totally new. While i support it and would love to use it, you'd have to create new animations for what you want to do is what i'm thinking. It would definitely be very difficult if not impossible to do though. Reason being is if you change the spell animations then they all change. You could attempt to make it so you can use the powers more than once a day, or make them shouts (minus the shouting part). But honestly there is only so much you can do with skyrim. My suggestion is just make it a weapon you equip, and rather than swinging you strum. That can be accomplished. My knowledge is limited to someone here may know more than I. In any case I'll look out for it.
