Foliage animations stop if your fps drop below 30, as for the pine trees not animating at all i think it is something in skyrim.ini or skyrimprefs.ini since they stopped once for me when i edited them but started again when i reverted but i have no idea what setting caused it.

You only have 64 mb dedicated graphic memory, skyrims minimum is 512 mb

It is propably a conflict with another mod. If you dont have it alredy download fomm (fallout mod manager) here http://www.fallout3nexus.com/downloads/file.php?id=640 And move your hair addon mod to the bottom of the load order list.
